What is it used for?

Pokemon Platinum - Quick Powder raises Ditto’s speed by a whopping 200%.  If you own these Pokemon, you owe it to them to get Quick Powder and attach it to them!!

How do you get a Quick Powder?  You have to capture a Wild Ditto who is carrying one.
